can vasp 4.6.28 update to 4.6.31 for free

I want to use the new module(aedens) which is included in 4.6.31,but our vasp version is 4.6.28. Is the usdate free?Or is there other ways write the core charge out fromPAW calculations?

The 4.6 VASP-license should allow you to update to newer 4.6.XX releases. Ask the responsible person of VASP in your group to download the newest release from the ftp-server. However, note that the 4.6.31 is a quite old release (Feb 2007). The newest I am aware of is the 4.6.36 release (Feb 2009) (which of course also includes aedens.F).

In general it is recommend to keep a software updated with new patches on a regular basis, if not at least to eliminate discovered bugs.
