efficiency problem

vasp.4.6.26 has been successfully installed on two platforms
1. Intel xeon 5130 dual core double way/mpich2-1.0.3/mkl8.1/ifort9.1.036 /4 nodes
2. Dual Core AMD Opteron(tm) Processor 265 double ways/mpich2-1.0.3/pgi5.1/acml/ 4 nodes

On the second platform mpirun -np 16(4/8) ./vasp , all the cpus run nearly 100%

However on the first platform mpirun -np 4 ./vasp, all the cpus run nearly 100%, but mpirun -np 8(16) ./vasp, all the cpus run no more than 30%

I believe the gigabyte interconnnect network is successfully installed on both platforms. All the run lead to the correct results.

Any issues about intel hardware/software exists ?
How to solve the efficiency problem?
